Vocational Training is a concurrent subject under the Constitution and the Central and State Governments share responsibility for effective implementation of vocational training system in the country.  At the national level, the Directorate of Training (DGT), Ministry of Skill Development And Entrepreneurship, is the nodal body for formulating policies, laying down norms, standards, conducting trade test and certification of vocational training.  The State Governments through Govt.Industrial Training Institutes & Private Industrial Training Institutes (GITIs/PITIs) impart institutionalised vocational training under Craftsman Training Scheme, one of the flagship programmes run by the DGT.

         The vocational training system under the Ministry of Skill Development And Entrepreneurship is one of the most comprehensive systems in the country. The craftsmen training is provided to youth with the objective to prepare semi-skilled workers for the industry. This training is implemented through a network of Govt.Industrial Training Institutes & Private Industrial Training Institutes (GITIs/PITIs) located in various parts of the country. The educational qualification varies from class VIII pass to Class XII pass depending upon the trades. The duration of training varies from six months to three years. The trainees after completion of craftsmen training appear in the All India Trade Test to obtain National Trade Certificate awarded by National Council of Vocational Training (NCVT), which is recognized for the purpose of recruitment to the subordinate technical posts at the shop floor level within the country as well as abroad.

The skill level and educational attainment of the workforce determines the productivity as well as the ability to adapt to the changing industrial environment.  A majority of Indian workforce does not possess marketable skills which is an impediment in getting decent employment and improving their economic condition. Steep increase in the industrial & service sector of Rajasthan in recent years has encouraged the government as well as private players of technical training sector to pay close attention to the infrastructure particularly in ITIs.
